USDA Opens $27M Grant Opportunity for Rural Libraries

Rural libraries continue to play an essential role in connecting communities to education, healthcare, technology, and opportunity — and a new federal funding opportunity could help strengthen that impact even further.

The U.S. Department of Agriculture (USDA) Rural Development is now accepting applications for the 2026 Distance Learning and Telemedicine (DLT) Grant Program, with approximately $27 million available to support projects that improve remote access to learning and healthcare services in rural areas.

For many rural communities, libraries are more than places to borrow books. They are trusted community hubs where residents access Wi-Fi, attend virtual classes, connect with healthcare providers, apply for jobs, and receive digital literacy support. The DLT program is designed to help expand those capabilities.

Funding may be used for equipment and technology that support distance learning and telemedicine services, including:

  • Video conferencing equipment
  • Telehealth technology
  • Audio and visual systems
  • Digital learning infrastructure
  • Connectivity tools that support remote services

These investments can help libraries create or expand spaces where:

  • Students can participate in virtual classes and educational programs
  • Residents can connect with remote healthcare providers and specialists
  • Community members can access workforce training and digital learning opportunities
  • Local organizations can collaborate through virtual programming

Eligible applicants include state and local governments, federally recognized Tribes, nonprofits, and for-profit entities. Libraries may apply directly if eligible or partner with other community organizations, schools, healthcare providers, or local governments on collaborative projects.

Applications must be submitted electronically through Grants.gov by June 30, 2026.

Libraries interested in applying are encouraged to begin planning early and connect with their USDA Telecom Program General Field Representative (GFR) to discuss project ideas and eligibility requirements.
